i used sol gel method on preparation of Tio2 with TEA

1 ml buthyl titanate+20ml EtOH+100ml H20 (get pH=~2 after adjusted with HCl)
 
after stirring process about 4 h, clear solution should be obtained
(but i failed get dis! Why!!)
 
Then, 40ml of TEA is added(can anyone explain what the rules of TEA) before undergo refluxs process for 6h, 90 C.
 
My Question.
1)Why i hv failed to find the clear solution. I have repeated with methanol but still cant find it..
 
2)what the rules of TEA
 
Any comments are welcome...TQ very much
